Depending on your budget, there are a few ones you can consider.
1) Sony Xperia XA Ultra. This is a rather large smartphone at 6 inches but it’s got one of the best camera, especially the front-facing camera with 16MP and image stabilization and LED flash. Or try the smaller Xperia XA at only Php14k.
2) Asus Zenfone 3. There’s a 3GB/32GB variant of the Zenfone 3 that only costs about Php13k (see listing here). It’s a mid-range phone with good set of hardware and pretty good camera with image stabilization.
3) OPPO F1s. For under Php12k, you get a decent phone with really good camera, especially the selfie front-facing camera. It;s one of the most affordable smartphones that has been released lately that has good camera both at front and back. Check our review here.
Samsung has also recently annoucned the Galaxy J7 Prime which touts pretty good camera for a mid-range phone.

13MP rear camera is also good na rin like a, j and c series of samsung. Pati yung mid range models ng huawei like gr5. I can capture a great photo even with an 8MP basta alam lang gamitin at proper care and settings of cameras.
